You might try finding out what some other businesses and organizations (other than libraries) use. It might help to see what other places are using. Perhaps even calling a university or college library nearby might yield a few hints.

USAA (yes, USAA, which I am eligible for as a veteran and have used since 1985) has very generous definitions of family for its car and home insurance.

Perhaps a similar situation, but my wife and I found that Traveler’s Insurance would cover me and my (then) fiancé as “domestic partners” of sorts. (I can’t remember the exact term they used.) This was for auto and renters insurance in Connecticut.
